FLG Attorney Brandon C. Fernald was published in the Community Associations Institute Channel Islands Chapter first quarter 2016 magazine.  The article discusses the impact of new legislation on homeowners association (HOA) rules governing the use of clotheslines.  With increasing water restrictions and other environmental regulations, traditional HOA rules banning the use of clotheslines, requiring manicured lawns, and the like, are coming under increasing scrutiny.
